A world is a category. It answers the question what is this thing, which is why Transportation holds every vehicle on the site and Food and Drink holds every meal. A pack answers a different question: what am I building today. Nobody sets out to design a page about transportation. They set out to build a delivery app, and that needs a scooter from Transportation, forty things from Food and Drink, and a parcel from Objects.
So a pack cuts across the worlds instead of sitting inside one. Each is capped at sixty icons and held above twenty four, because a handful is a tag dump and a hundred is a search results page. No icon sits in more than three packs, which keeps them from all quietly becoming the same pack. Browse every world if you would rather start from the subject.
